A data strategy is the central concept for how an organization, e.g., a municipality, uses available data to achieve its strategic goals. The data strategy should include how data is organized, managed, analyzed (data governance), and used (data management), and thus covers the complete handling of data.

"Data strategies in the sense of the guidelines presented here aim to secure and strengthen the ability of municipalities and urban society to act. A prerequisite for this is data sovereignty (...) to control and use. At the same time, data strategies are intended to answer questions about how to deal with opportunities and risks that arise from the availability of and dealing with more and more data. In addition, the guidelines are intended to contribute to the sustainable transformation of cities. They should be used to make digitization processes environmentally friendly, inclusive and equitable."
